Environmental monitoring of the livestock shelters

The environmental permit procedure is a preventive supervision method of environmental protection. Authorization of an environmental permit obliged operation is considered in the environmental permit procedure. A legally valid environmental permit includes rules and regulations to prevent and minimize environmental impacts of the operation. The environmental permit obligation of livestock shelters is based on the number of livestock units and the amount of manure they produce. The permit monitoring is carried out by the municipalities and the centres for economic development, transport and the environment.

Finland’s policies for supporting agriculture are based on the forms of support set out in the EU’s Common Agricultural Policy (CAP), supplemented by certain national agricultural support schemes. Support is paid to farmers according to the arable area, number of livestock units or quantities produced, with the aim of ensuring the profitability and continuity of the production. The monitoring of the support preconditions is carried out by the centres for economic development, transport and the environment.

The aim of this evaluation is to assess ways to harmonise monitoring practices and to develop these practices more methodical. The project is supported by a steering group consisting of stakeholders.  In order to assess the current status of monitoring, the results of other assessments and evaluations related to the topic must be noticed. Information will also be collected by interviewing monitoring authorities and stakeholders. The proposals and their impacts will be assessed.
